Louisiana’s Fortified Roof Lottery: A $10,000 Chance to Protect Your Home and Save on Insurance
Louisiana homeowners know too well the damage hurricanes and high winds can cause. Roof repairs after a storm are stressful, expensive, and often the start of a long fight with insurance companies. But beginning 8 a.m. on Tuesday, September 2, 2025, thousands of families will get the chance to break that cycle through the Louisiana Fortify Homes Program lottery.
The registration window will remain open until 5 p.m. on Friday, September 12, 2025. Homeowners who registered during the September 2024 or February 2025 lotteries will be automatically entered for this new round and do not need to register again.
The program offers up to $10,000 in grant funding for homeowners to install a fortified roof, designed to withstand winds of up to 150 mph and drastically reduce the risk of leaks and water damage. These roofs use stronger shingles, ring shank nails, secondary water barriers, and other reinforcements developed by the Insurance Institute for Business & Home Safety (IBHS). Studies show they can cut hurricane related roof damage by as much as 70 percent.
And the benefits do not stop there. A recent review by the Louisiana Legislative Auditor found that homeowners who received fortified roof grants saw a median 22 percent drop in their insurance premiums, saving about $1,250 a year. With a typical fortified roof costing around $16,000, the $10,000 grant plus annual insurance savings means the upgrade often pays for itself in less than five years.
To qualify for the program, the home must be your primary residence, meaning the house you actually live in, not a rental or vacation property. It also must be registered with the parish for a homestead exemption, which is the property tax break you get on your main home. Homeowners must also have an active homeowner’s insurance policy that includes wind coverage, and if the home is in a FEMA designated high risk flood zone, you will need a flood insurance policy as well. The home must be in good repair and eligible for a full roof replacement, since patching or partial repairs do not qualify. New construction, condominiums, mobile homes, and properties with certain foundation types are not eligible. Applicants should also be prepared to upload their insurance declarations page during registration.
Before applying, homeowners must first create a profile in the Louisiana Fortify Homes system. Only after setting up this profile can you register for the lottery. This step is required for every applicant and helps the state verify eligibility and keep the process organized.
The stakes in Louisiana could not be higher. As of February 2025, more than 5,400 fortified roof certificates had already been issued across the state. Each roof installed is a home better prepared for the next storm and a family less likely to face catastrophic losses.
There is better news. Louisiana also offers a state tax deduction of up to $5,000 or 50 percent of costs, whichever is lower, for retrofitting homes with storm resistant upgrades that meet code requirements, including many elements of the fortified standard.
Lottery registration will open at 8 a.m. on Tuesday, September 2, 2025 and close at 5 p.m. on Friday, September 12, 2025. Please return to the program website within that timeframe to register. Interested homeowners can apply by creating a profile in the Louisiana Fortify Homes system and registering for the lottery on the appropriate date.
